can using the mask for sleep apnea cause sinus problems?

There are some people (perhaps quite a few), for whom that might be true.
Assuming that you are using a CPAP machine, or are asking on behalf of someone who is, you/they should try to go back to the sleep specialist or clinic to talk with them about this issue.
There are masks that cover only the mouth, which may help reduce the problem.
If the air is not being humidified, then adding or using the humidifier on the CPAP machine may also help. For some discussion of this issue, see:
